2. A couple of comments:

   In 2011 the Tier 2 pension plan was instituted for new Illinois teachers.

   Even with a constitutional amendment the old promises of the 1971 constitutional pension protections will be upheld by the courts.

   Why the legislature cannot curtail the compounding COLAs is a mystery.
