  1. Assuming that Joe Biden didn’t write these proposals himself, is it reasonable to know who the people were that did?

    “It would not be retroactive, so its costs and benefits would be gradual.”

    Does this mean that a person that starts collecting benefits a day before implementation of the changes will be treated differently than an otherwise identical person who does so on the day after?
